Admission to secondary programs is limited to residents of participating districts. Students from non-participating school districts will not be considered for acceptance unless:
- The student's district of residence requests a placement because the career and technicalcenter in which that district participates does not offer or have available a vocational courseof study similar to that which the student is seeking; or
- The CCIU has an agreement with the charter school the student is attending.
No private pay tuition students will be accepted under any circumstances.
Admission to secondary programs must be recommended and approved by the participatingdistrict, except when admission is of an adult student to a secondary program.
Priority will be given to applicants in the following order:
- Early decision applicant window for students officially registered with and enrolled in one(1) of the twelve (12) Chester County Public School Districts.
- Entering 10th or 11th graders. Chester County School District students entering 12th gradewill be reviewed after 10th and 11th grade students are reviewed and placed.
- Regular decision application window for twelve (12) Chester County School Districts follows steps 1 and 2.
- Out-of-county students will be reviewed during the regular decision application window after Chester County students are reviewed and placed.
After these priorities are applied, applicants in high-demand programs where maximumenrollment exceeds safety-regulated numbers, the following criteria will be used to rankapplicants and determine admission:

All student applications shall be reviewed by the CCIU Office of Admissions based on theacademic year’s application timeline. Each academic year consists of three (3) applicationwindows: early decision from October to January, regular decision from February to April, andsummer decision from May to June. In accordance with the federal Office for Civil Rights, theapplication review shall not consider any applicant characteristic, including those listed in the firstsection of this Policy, other than the prioritization criteria above.
Every attempt shall be made to match the applicant with their CTE program and school ofpreference. If an applicant is not offered admission to their program of first preference, theapplicant may be considered in the program of second or third preference dependent on availableopenings in the CTE programs indicated on the application.
The capacity of CTE programs may limit the number of applicants who can be offered admissionat each school. Capacity is determined by the physical size of the career lab, safety, and OSHAstandards.
Students have the opportunity, based on interest, attendance and grade point average, toparticipate in industry-based, real-work experiences through a capstone cooperative education(co-op) program during their time at TCHS.
Students who apply for admission to other CCIU-run student supports programming, including programming designed for students with individual education plans, are individually reviewed in conjunction with designated special education professionals and members of the student’s support team from their sending school district. This review is to ensure the student’s individual needs can be supported in accessing the career and technical curriculum.
The Chester County Technical College High School is operated by the Chester CountyIntermediate Unit. Adult Career and Technical Education Student Admission
All applicants for admission to TCHS Adult Career and Training Education programs must complete an application process, which includes compliance with background check requirements for criminal history and child abuse. Admission will be granted to applicants meeting the minimum requirements on a space-available basis. Completion of the application process does not guarantee admission to the program. The Director of CTCE or designee shall be responsible to recommend, maintain and implement the application process and procedures consistent with this Policy.
Need to Appeal?
If a school board refuses a student admission, he/she may apply to the State Board for Vocational Education (SBVE) for admission to such school or department. The SBVE may approve or disapprove the application. In making such decisions, the SBVE shall take into consideration the opportunities for free vocational training in the community in which the applicant resides, the financial status of the community, the age, preparation, aptitude and previous record of the applicant and all other relevant circumstances. The decision for the SBVE shall be final.
